Moved WordPress site files to a different directory, cannot login

I moved a WordPress site to a different directory from:

https://www.companyofwomenonthescreen.ca/test-site/

to

https://www.companyofwomenonthescreen.ca/

And now I can’t login using the modified URL, and get 404.

when using wp-admin I would get:

You do not have permission to access this page. Please log in and try again.

when using wp-login, I would get a 404 error

I tried to delete every trace of this plugin off the database, file directory, and HTAccess and reinstall the plugin, the issue still persisted. Unsure what to do.
